January 1, 1995. It focuses on the cost to employers to provide the insurance.
The net cost in each of the 44 states for which data were available are compared to the national average of $5.39. This ranking is an index of relative insurance costs. The state ranked "1" has the lowest relative insurance cost. Maryland has a ranking of 4 in the nation.
